Dr. Roberto stands out for his multidisciplinary work, particularly at the intersection of Law, public security, and institutional governance, with a focus on technical-institutional diplomacy between Brazil, Mexico, and the United States.

In Brazil, he has held leadership positions in the penitentiary system, including shift chief at a maximum-security prison, president of a bidding commission, and participation in strategic IT committees. In the private sector, he has led legal teams and managed large-scale business operations.

In the United States, he is part of the Chaplain Emergency Management Agency (CEMA), in cooperation with FEMA/DHS, performing essential roles in crisis response and emergency management.
