Governance of Large-Scale Land Regularization Programs: An Integrated Framework between Engineering, Urban Planning, and Stakeholder Management

Programas de regularização fundiária em larga escala falham, em geral, menos por falta de capacidade técnica e mais por fragmentação entre engenharia/infraestrutura, planejamento urbano e gestão de stakeholders. O efeito típico é previsível e cumulativo: dados inconsistentes, retrabalho, decisões tardias sobre risco e restrições ambientais, conflitos com concessionárias e instabilidade na interface registral, elevando custo, prazo e judicialização. Propõe-se um framework operacional “do terreno ao registro” baseado em seis pilares integrados: arquitetura de decisão, PMO do programa, governança de dados com rastreabilidade, gestão de contratos e fiscalização por critérios de aceite, conformidade técnico-urbanístico-ambiental e gestão de stakeholders com protocolo de conflitos. O encadeamento causal é controlado por práticas auditáveis: gates de qualidade, versionamento e cadeia de custódia de dados/documentos, logs/atas decisórias e gestão ativa de riscos, incluindo um protocolo de não conformidades (identificar, registrar, deliberar, corrigir e validar). O artigo indica métricas verificáveis (tempo de ciclo, retrabalho, aprovação na primeira passagem, backlog e conformidade) e um roteiro de implantação em 90 dias para sustentar escala.
