International Strategic Positioning

RCMOS — Multidisciplinary Scientific Journal O Saber is an open-access, peer-reviewed scientific Journal designed to meet the highest international standards of academic publishing. Our editorial model aligns with the criteria adopted by leading indexing systems and academic evaluation bodies worldwide, including CAPES, Latindex, and Crossref. The Journal is indexed by the National Library of Medicine (NLM/NIH), attesting to the scientific quality and international relevance of its publications for the global academic community.

RCMOS is a member of ABEC Brasil — the Brazilian Association of Scientific Editors — reinforcing its commitment to compliance with international standards for editorial best practices. The digital preservation of articles is guaranteed through three independent systems: ZENODO, Crossref, and the PKP Private LOCKSS Network (PKP PLN), operated by Simon Fraser University in Canada, ensuring the permanence and public accessibility of published content.

Our editorial model welcomes research that integrates applied social sciences, technology, and engineering in interdisciplinary contexts, especially studies examining interactions among technological innovation, institutional governance, public security, state sovereignty, and territorial presence policies in remote regions and complex operational environments. We accept manuscripts in Portuguese, English, Spanish, and French, expanding authors’ visibility among global scientific audiences.

More than simply publishing research, we validate scientific careers through a rigorous, double-blind peer-review process, a permanent DOI, and broad international indexing. This model positions RCMOS as a scientific journal that transforms academic production into a recognized instrument of professional distinction and global visibility.

Active Involvement of African Authors

RCMOS - Revista Científica Multidisciplinar o Saber is committed to promoting the active participation of African authors, especially from PALOPs (Portuguese-speaking African countries). We encourage researchers from these regions to submit papers, promoting diversity and representativeness on the international scientific scene.

By accepting manuscripts in Portuguese, Spanish, English, and French, we aim to create an inclusive environment that values the contributions of researchers worldwide, especially those from Lusophone Africa. This initiative reflects our commitment to broadening voices and perspectives in scientific production and to enriching the global dialogue on relevant topics.

We encourage African authors to submit their work, helping build a more diverse and robust international scientific community. We believe that this exchange of knowledge enriches the quality and relevance of the discussions presented in our Journal.

Peer Review Process

RCMOS uses a double-blind peer-review process, ensuring that the identities of authors and reviewers remain anonymous. The review process follows these steps:

  • Initial assessment - technical desk review

Carried out by the Technical Team. It consists of an analysis of compliance with the Guidelines for Authors. Criteria are selected in terms of submission, metadata, formatting, and duplicate authorship. If any discrepancies are found, the article is archived, and the authors are notified.

  • Next steps - double-blind peer review.

Articles submitted to the RCMOS Journal are evaluated on the following items: methodological rigor, grammar, writing, degree of originality and authorship, creativity, as well as alignment with the focus and scope of the Journal.

If the submitted work is not in line with the Journal's editorial policy, we will archive it and notify the authors.

If the relevance of the submitted work is verified, we will proceed with the double-blind peer-review process. At this stage, ad hoc referees will be assigned based on the article's topic. The reviewers are preferably professors and researchers associated with stricto sensu postgraduate programs at national or foreign educational institutions.

Double approval is required for publication. If there is a disagreement between the referees, the texts will be sent to a third referee.

The referees may accept the article, request revisions, or reject it. An opinion on the form justifies any of these options.

When we get two rejections, the article is archived.
And if both reviewers accept the article, it goes on to the next stage.
Finally, when one or both reviewers request revisions, the work is returned to the author, who is asked to rewrite the article. And when the author sends back the reformulated text, according to the referees' suggestions, it is re-evaluated.

The editor decides which edition the article will be published in.

The articles will be published online as a PDF once they are approved in the Peer Review Process and then assigned to their respective issues. After approval, no changes to the PDFs will be allowed during the evaluation process.

Editorial Authority

The Editorial Board and the Scientific Council have full authority to decide on the suitability of manuscripts for publication. In some cases, submissions may be returned to the authors with suggestions for revision and adjustments to the Journal's editorial standards. After receiving the revised version, the reviewers will re-evaluate the work.

The Journal's rigorous peer review and adherence to editorial guidelines ensure the publication of high-quality scientific and academic contributions across a range of fields. Through this transparent and confidential evaluation process, the Journal seeks to encourage collaboration and advance knowledge in its fields.

This Journal uses the Zenodo and CrossRef systems to store articles in the cloud, outside the Journal, ensuring visibility even when the server is offline. The Journal also uses the National Library's archiving system under Law No. 10.994 of 14/12/2004 to send files immediately after the publication of the current issue.

In addition, the Journal is linked to the LOCKSS and CLOCKSS archiving systems to guarantee the digital preservation of its content.
